Blackfordby Neighbourhood Plan
On the 28th April 2022, North West Leicestershire District council agreed to make the plan.
The result of the Referendum has been declared with 89% of electors voting Yes to the question ‘Do you want North West Leicestershire District Council to use the Neighbourhood Plan for Blackfordby to help it decide planning applications in the neighbourhood area?’ . The turnout was 19.95%. North West Leicestershire District Council will now ‘Make’ the Neighbourhood Plan and it will then be used to help decide planning applications. The Blackfordby Neighbourhood Plan Referendum took place on Thursday 7th April 2022.
Examiner’s Report – February 2022
The Examiner completed his report in January 2022. The Examiner’s report concludes that, subject to making proposed modifications, the Neighbourhood Plan should proceed to a Neighbourhood Planning referendum.

On 9 February 2022, the District Council, agreed to proceed to referendum on the draft Blackfordby Neighbourhood Plan. The Blackfordby Neighbourhood Plan Decision Statement can be viewed below:

Submission for Regulation 16 Consultation
A letter with a list of questions has been received from the examiner.
The Blackfordby Examination Neighbourhood Plan has now been submitted to the Planning Authority. The accompanying documentation includes the Blackfordby Basic Conditions Statement and the Consultation Statement (including appendices) as well as stakeholders comments to the Regulation 14 consultation.

Strategic Environmental Assessment and Habitats Regulation Assessment
North West Leicestershire District Council issued their Screening Opinion on whether a Strategic Environmental Assessment and Habitats Regulations Assessment is required. The Screening Opinion concluded that both a Strategic Environmental Assessment and Habitats Regulations Assessment were required. The Habitats Regulations Assessment was carried out by an external consultant, AECOM, and completed in January 2020. The Strategic Environmental Assessment was also carried out by AECOM and was completed in March 2021.
Changes have been made to the Blackfordby Neighbourhood Plan following the publication of the Strategic Environmental Assessment. As a result of this, there has been a further period of consultation which concluded on Friday 14th May 2021. There were six changes identified and a summary of these updates. The latest version of the Blackfordby Neighbourhood Plan includes these amendments.

An update on progress with the Neighbourhood Plan was presented to Ashby de la Zouch Town Council’s Planning and Transportation Committee on 29th April 2019.
